Terms and Conditions for Raffle Ticket

RAFFLE OFFICIAL TERMS AND CONDITIONS

This raffle is being conducted in accordance with, and subject to, all applicable federal, state, local, and municipal laws and regulations, and is void where prohibited, restricted by law, or outside the United States.

AGREEMENT TO PARTICIPATE

By purchasing a raffle ticket, each person (“Participant”) agrees to be bound by these Terms and Conditions and by the decisions of the Laredo International Fair and Exposition (“Organization”) which are final and binding in all matters related to the raffle. Participant acknowledges and agrees that Organization alone is the final authority in any and all raffle decisions, determinations, and disputes, including but not limited to, the interpretation of any provision of these Terms and Conditions, drawing procedures or winner eligibility.

ELIGIBILITY

Participants must be at least eighteen (18) years of age at the time of ticket purchase. Void where prohibited by law.

GRAND PRIZE

The grand prize consists of one (1) residential home/property with furnishings, as described by the Organization. The prize is non-transferable and no cash substitution shall be provided except at the sole discretion of the Organization. The furnished home shall be raffled together with the furniture and appliances, if applicable. All furniture and appliances are transferred strictly “as-is,” without any express or implied warranties or guarantees of any kind. By purchasing a raffle ticket, the ticket buyer and/or winner expressly waives and releases any and all claims, demands, causes of action, liabilities, or damages against the Laredo International Fair and Exposition, Jack’s Furniture, and Ashley Furniture arising from or related to the furniture, appliances, delivery, condition, quality, installation, or use thereof. All furniture and appliances included with the home are final, non-transferable, non-exchangeable, and may not be substituted for cash, credit, or any other item.

RESERVE NOW / PAYMENT PLAN PROGRAM

Participants may reserve a raffle ticket by making an initial non-refundable payment of Twenty-Five Dollars ($25.00) toward the purchase price of the ticket. All ticket balances must be paid in full no later than ten (10) calendar days prior to the raffle drawing date. Any ticket not paid in full by such deadline shall be deemed forfeited, void, and ineligible for participation in the raffle drawing. All payments previously made toward forfeited tickets shall be retained by the Organization as liquidated damages and administrative costs and shall not be refunded. Only fully paid tickets shall be eligible to participate in the raffle drawing.

RAFFLE DATE

The Organization reserves the right, in its sole discretion, to postpone, reschedule, modify, or cancel the raffle drawing date due to circumstances beyond its control or for administrative necessity.   Any changes shall be announced by the Organization through its official communication channels.

ODDS

Odds of winning depend upon the number of eligible tickets sold.

NON-REFUNDABLE

All raffle ticket purchases are final. No refunds or exchanges shall be issued except as required by applicable law.

NO CASH VALUE / TEXAS LAW COMPLIANCE

All prizes awarded through this raffle are non-cash prizes and shall not be redeemable for cash from the Organization. Any stated value of a prize is an estimate for informational purposes only and does not constitute a cash equivalent or guarantee of market value. This raffle is intended to be conducted in compliance with applicable Texas law governing charitable raffles, including the Charitable Raffle Enabling Act. The Organization reserves the right to modify raffle procedures, prize descriptions, or rules as necessary to maintain compliance with applicable law.

CLAIMING THE PRIZE

The winner must within 30 days execute all documents requested by the Organization to complete the transfer of the property. Failure to timely comply may result in forfeiture of the prize at the Organization’s sole discretion.

AS-IS CONDITION

The grand prize property shall be awarded “AS IS,” “WHERE IS,” and “WITH ALL FAULTS,” without any representations or warranties, express or implied, including but not limited to warranties of condition, habitability, merchantability, fitness for a particular purpose, zoning, structural condition, or future value. By accepting the prize, the winner acknowledges and agrees that the Organization has made no guarantees, representations, or warranties regarding the condition of the property or any improvements thereon.

TITLE TRANSFER / CLOSING COSTS

The winner of the grand prize shall be solely responsible for any and all expenses, taxes, fees, assessments, insurance, title policy costs, recording fees, escrow fees, transfer fees, filing fees, survey costs, utility charges, homeowners’ association dues, property taxes, and any other costs or liabilities associated with the transfer, ownership, acceptance, or use of the property, including all closing costs.  The Organization shall not be responsible for financing, insurance, maintenance, repairs, moving expenses, or any costs incurred after transfer of title.

TAX LIABILITY

The winner of the grand prize is solely responsible for all federal, state, and local taxes, including income taxes based on the value of the house. The IRS requires taxes on prizes valued over $5,000 to be paid upon acceptance and before the Organization may transfer the house to the winner. The winner agrees that, for income tax and other reporting purposes, the value of the grand prize will be based on the written appraisal obtained by the Organization. The Sponsor does not guarantee that the winner will be able to sell the house for the appraised value or that the Internal Revenue Service will use that value in its tax calculations. Winners are encouraged to consult a tax professional.

RELEASE OF LIABILITY

By entering into the raffle, each participant agrees to release, waive, discharges, holds harmless, covenant not to sue, and indemnify the Laredo International Fair and Exposition, along with its officers, directors, employees, volunteers, sponsors, agents, and affiliates, successors, and assigns, from any and all claims, expenses, liabilities, injuries damages, losses, or causes of action, whether arising in contract, tort, or otherwise, that may occur, directly or indirectly, in whole or in part, from the participation or while preparing to participate in the raffle, from the administration of the raffle, from the  drawing of the winners of the raffle, from the payment plan program, or from the awarding, condition, acceptance, transfer, ownership, or use of any of the prizes. Each participant further acknowledges and agrees that participation in the raffle is entirely voluntary and undertaken at the participant’s own risk.

GOVERNING LAW

This agreement shall be governed by and construed in accordance with the laws of the State of Texas, without regard to conflict-of-laws principles. Each party expressly waives any objection based on jurisdiction, venue, or sufficiency of process in any suit brought to enforce this agreement in Webb County, Texas.

ADDITIONAL PRIZES TERMS AND CONDITIONS 

Winners must claim prizes within 30 days after drawing. 2nd prize $4,500 value; 3rd prize $4,000 value; 4th prize $4,000; 5th prize $2,500 value. 7th prize must be redeemed in the 2026-2027 hunting season. 9th prize is good for one (1) VIP table to each concert hosted by L.I.F.E. in 2026 Fall Festival, 2026 Rodeo, and 2027 Fair only. 10th prize winner must pass background check and comply with all Texas laws. Trips and stays/destinations must be taken within 365 days after drawing. Trips and stays/destinations must be booked at least 90 days prior; blackout dates may apply. Prizes are subject to federal taxes and requirements, if applicable. Winners need not be present at the drawing to win. Grand Prize, 2nd Prize and buyouts are awarded in prepaid credit cards. Prizes have no cash value.
